Well if the system caught this flagrant abuse how many other lower profile cases are there? You could say the same about, e.g., the CA energy trading scam of a few years or the Madoff scam, which the system "caught" despite its best efforts not to. Not to mention the flagrant overcharges in the DoD system which are "caught" every few years or so. And the amount of money involved the white collar scams far exceeds the amount of money involved in welfare.
