must mirror, the no smile policy of state high way patrols and above echelons.

all stops must be humorless. all inter actions with the state should not reveal personality of any kind.

actually its a money saving device. if you end up in prison, they can use your dl foto and just put a number on it. labor costs plus foto work........saved.
