The Options Market opens 10 minutes after the Stock Market for each particular stock.

e.g. FORE Systems (NASDAQ) stock might start 9:30. Options 9:40.
WDC (NYSE) stock might start at 9:45, options at 9:55.

ie: I placed a WDC option trade a couple of weeks ago. I had to wait til 9:45 before there was any volume on the stocks. First options volume came at 9:55. I had placed a limit order which should have filled. I contacted the broker at 9:45 and found that the options had not yet gone through openning rotation.
