I don't think Cheney was in disagreement with any of that.

Once again, you seem to be conflating what happened at Abu Ghraib, Gitmo, and "torture" as though they were all one and the same. In fact, there is no relationship among these items.

And nobody has suggested that soldiers should harshly interrogate detainees, that I know of. CIA is a different matter.
