BTW I have to add in the discussion re. Prop 13.......CA has had to absorb a significant number of illegals who use the city and state services but rarely pay income taxes. That doesn't help an already precarious fiscal situation.

So how do we make illegal immigrants pay "their fair share"?

Good question. I don't know.
