Thanks to Prop 13, I was able to keep the home and rent it out for 12+ years while we roamed the globe.

That's right..........CA politicians are trying to pay 2009 expenses with 1990 tax dollars from you. You made a nice profit and was able to travel the world while the state is on a starvation diet. Brilliant! You should be commended for screwing the state in which you live......or used to live.
