Actually, this is not true.

The original design of SS was specifically referred to by FDR as "actuarially sound". SS is not, and has not been for years, "actuarilly sound". But it was when it was originally implemented.

The problem with SS and MC is the same as with all social programs -- they become third rails, and can be modified in only one way -- by increasing taxes, never cutting benefits.

It is the reason that SS was destined to fail. And it one reason (of many) that single-payer health care is, as well.
