Tim, there are some inaccuracies in Chris Edwards' response to Washington Post columnist Harold Meyerson.

However, all of those liberals blaming Prop. 13 for CA budget mess really ought to do a thought experiment and imagine what would happen if Prop. 13 were repealed tomorrow:

1) Plenty of middle-class homeowners would move out of the state due to a huge spike in their property taxes.

2) Real estate values would drop.

3) Net property tax revenue would be neutral because the drop mentioned above would offset the additional revenue.

4) Even more homeowners in CA would be upside-down in their mortgages, thus limiting their mobility and flexibility.

Bottom line is that the assault on Prop. 13 is a purely political move and is entirely irrational. Liberals will never acknowledge their hand in creating the budget mess in CA, so instead they demagogue Prop. 13.
