It would have to be a pretty big plane. Which NK doesn't have with the possible exception of commercial transport aircraft.

NK has done two tests, only one of which was successful. Which speaks poorly for the expertise of the people he has. I don't believe anyone has ever had a failed test before. Given that it usually takes a decade or more, with many tests, to develop a reasonably compact weapon, I don't think they will be doing it any time soon. Unless, of course, they can steal the information. Which is what Israel did, and they stole from the best. Or buy the information, which is what Pakistan did from China. Neither of those two options are open to NK. They will have to do it all on their own.

And, even then, what would happen? Say they dropped a nuke on South Korea somewhere. Probably not Seoul, though. It would be a race between China, the US and Russia as to who would squash them first. Now Kim Jong-il may be crazy but he is far from stupid. He certainly knows that would be in the cards.
