I live in Tijuana at the moment with my wife as we wait out the legal immigration process. I know personally of two neighbors, Mexican nationals, whose kids go to schools in San Diego (actually Chula Vista School District). They use the address of an aunt or uncle or friend in the U.S. and the kids are educated free of charge instead of paying for a private school here in Mexico.

I remember hearing at one time that the enrollment in Chula Vista public schools was somewhere north of 30% illegal. I can't remember the source or how valild I thought the figure was at the time.
