In all of the cases you mentioned the underlying diplomatic thorns are Russia and China and not the nations sited.

Given the guilt and shame of America over it's past actions, as expressed by the Obama administration, military threats can no longer be taken seriously… so I guess we better start sending “nasty” notes addressed “to whom it may concern.”
