Dom,

I think that CHina would obviously want Shanghai to prosper given Jiang and a lot of the top officials are from Shanghai but I also don't think they would try to have it replace HK. At least I don't see that possible in the short run. When Shanghai had developed to a certain level, then maybe someone would suggest things like that but until then HK is still the financial center. ANd I think it won't hurt for China to have 2 powerhouses.
