Which China can't really say no to, either.


NK has been and continues to be a satellite of China and there exists a major trading arrangment between the two countries. I am not sure why you are saying the above but I am 100% certain Kim jumps to the demands China makes. Now if what NK is doing rattles the cage of Japan and the West and it doesn't hurt China, China will do nothing. But when NK starts shaking its nukes in the face of Japan and shows some serious irrationality, you can bet your bootie that China will step up the pressure. So far, China has only made a few public comments and that seems to have quieted down the idiots that run NK.
