"A Boeing-led Team announcing its intentions to bid on a Department of Defense Global Broadcast Service(GBS) contract, which would be awarded in September, 1997.....!
My question is does anyone know to whom this contract was awarded, if in fact it has?" ***************** No, J. Simmons, I don't know. The contract announcement has not been issued, as far as I have found. I have been tracking it since RB found that announcement, and if Boeing should win (have found NOTHING which indicates a winner, although this time of year that is the norm, rather than the exception, with Gov't contract bids), it should be a big feather in the DigitalXpress/FTEL relationship, as we currently understand it.
I can tell you a subset of the GBS has been implemented in Bosnia and has received tremendous reports and it will go forward, but winner on that bid has not been announced, if it has been determined. Again, the Bosnia deal, as in the rest of the theater supporting the Bosnia operation, have been implemented, although on a "we want this now" basis rather than the standard solution of, "OK, these are all the bells and whistles which make it pretty."
It works, and they ARE using it. They love it. It gives them near instantaneous access to the national databases. Just, the current implementation is not the "approved solution."
I have some research links you may want to try if interested. I try to update them weekly, but gov't issues move at a snails pace this time of year.
