When I lived in Northern Virginia I used to park my car and put in my kayak at Colombia Island Marina to fish the Potomac. It happened to be the local hot spot for anonymous sex in the bushes. People were fornicating all over the place but I never saw any of it or had a problem with anyone, one hard look is all it takes to make people keep their distance.

Whether that kind of behavior is legal or illegal has very little to do with where/if it it occurs ... generally what keeps a society civil is the unwillingness of the citizens to tolerate an uncivil society.

Even if we abolished all statutes relating to sexual behavior (other than those involving children), how people behaved in public would not change, because misbehavior in public carries the risk of a serious beating. It is that threat, rather than the threat of getting arrested, that dissuades people from fornicating in public.
