Steve, feel free to waste your money putting a repeal of prop 13 ont he ballot. the citizens of CA will smack your prop 13 repeal down like a the sucker in wrestling ring. every group tossed out the stupid prop 1A massive tax increase on the poor and the unemployed and those with children - the overall tally being 2-1 against. that's a route. you can cry about the biggest government not being bigger and not enough of a nanny to you, but all you'll get are tears - no more money. several republicans are in the process of recall for their pro tax back stab votes - some of whom signed no new tax pledges. these recalls will be successful. the citizenry is done. live within your means. quite sucking other people dry. we are taxed enough.
