I doubt it. They ran that con twice already and I don't think it's going to pay off for them a third time. Already South Korea (which was --- by FAR the largest supplier of aid and credits to the North) is calling off development plans... the former South Korean leader Roh (who was an advocate of 'engaging' the North) just killed himself... Japan has hardened it's attitude significantly... Russia is not backing the North's plays with international organizations any more... and North Korea's sole (and most important) remaining ally, China, is getting completely fed up with the North's "leadership", and might even be inclined to support a military coup against the Kim dynasty.... Anyway... without foreign support they can't even feed themselves.
