Are there any notaries out there?

Today I had to get a document notarized and went to the bank. The officer said that starting today there was a new government (federal, Illinois state, he didn't say) procedure. It was quite complicated (maybe only because it was new to him) and unusually intrusive. He decided he didn't need to take my thumb print as I had been a customer of that bank for 25 years, but mentioned he'd probably get in trouble for it. The ledger he entered my information in (definitely new) had the thumb prints of other people who had been in today. A couple of contracts but mostly property tax change requests, from what I could read upside down.

Anybody know what this is about? He stopped short of having me remove the contents of my pockets and my shoes and belt, but it had the same feel.
