Guess that means that Congressional delaying tactics were even more ill-advised then usual

The bill went through amazingly quickly for such a large amount of money, and the time since the subisdy and bailout bills started to be passed is much longer than the time it took to pass. "Delaying tactics", are not a significant issue here.

B) Depends. No doubt the very *anticipation* of mega-money being deployed in the economy produces an immediate stimulative effect --- as investors and business persons almost immediately begin ACTING ON

At the current rate, or double the current rate, or even triple, it doesn't amount to mega money on the scale of our economy. Presumably at some point it will be a lot faster, but that point may be after its no longer "needed".
