Being part of the intelligentia, Gorbachev started the perestroika movement. He didn't do so because of Reagan's insistence (pure American propaganda).

More like pure straw man. The point is not that Reagan somehow dominated Gorbachev and directly made him do anything. The point is the Gorbachev wanted to keep the communist part in power in response to internal and external challenges (the external mainly being from the US, and the internal being exacerbated by the costs of paying for continuing the rivalry against the US). Gorbachev started "Perestroika" to try to maintain the ability of the communist party to deal with these challenges and remain in power. In reality the opening up allowed the internal forces against the party and the Soviet Empire to grow, so in trying to reform the party he sped up its end, but that was not Gorbachev's aim.
