Not if those markets aren't free markets. The energy market is not free. Oil and coal have built in structural advantages as well as ongoing subsidies that ensure the playing field is not level.

I do agree on the all of the above policy, though. I'm all for it, as long as we remove the oil and coal subsidies and remove the limitations to where oil can drill.
