Tim, if we borrow money (deficit spending) to give Americans tax cuts, then that is spending money we don't have.

If the government cuts taxes, its money the American citizens have rather than the government. I wouldn't identify "we" strictly with the government.

To determine whether that is worthwhile or not, you'd have to measure the economic benefit of the stimulus effect to the cost of borrowing that money and see if the benefit outweighs the cost.

Its not just a stimulus/demand side effect. There's also the incentive/supply side effect, and the efficiencies from having fewer economic decisions made politically (although that last part, and also a sane fiscal situation requires some restrain on spending, not just lower taxes).
