The SEC rules don't prevent anyone from doing anything, they merely punish the offenders if caught and the penalties are so small compared to the gains in the market that no one gives them much thought.
The price of ones stock is too important to leave up to the whims of the marketplace.
Announcment this AM that many companies are going into the market today to buy back shares to stop the slide of prices. Is this manipulation? Are the decision makers protecting their year end stock bonuses with shareholder money? Why aren't 144 filings with the SEC widely available on the internet? Who runs the SEC? Is it former Wall Street pro's who go back to the street after their tour? Why is the legal case against AVNT taking so long? Is it to provide time for funds with huge resources to quietly exit?
Chung, as an exercise in fulitility try this: Write to the SEC with a question to their Web Site. You will receive an automated response in a few days saying they are concerned with your question and will get back to you within 90 days. After six months with no response you may get tired of waiting. The SEC won't take on the big boys. Fidelity Funds manager Vinik was doing the opposite in the market from his stated public position, what happened? Nothing. The SEC isn't here to protect the individual investors, its here to make you think that is their purpose. Sure they got Ivan and Mike but Ivan still has smoked Salmon for dinner every night and Mike is involved in the market through his family trust. It takes years to stop a scam brokerage firm from operating and millions out of investors pockets.
This is not meant to be an anti-government or anti anything, its just the way it is, its all about money.
Listen to the "experts" on CNBC telling us to stay in the stocks. Sure, stay in while they get out. Then they will tell us to average down.
