Re: "What does that mean?" It means that you can't ASSUME that you know what's going on in someone's head, or that you know how they THINK. (I prefer to judge people --- and most especially politicians --- by what they actually do anyway... the policies they pursue, the changes they make, the laws they enact... and not by what I may think they are 'thinking'.)
