The African things were I think primarily cold war artifacts. The Zaire/Congo thing dates back to the 50s; Angola and Mozambique were 70's/80's and had heavy lobbying from Jesse Helms . The antigovernment efforts against Angola and Mozambique the US was involved with didn't succeed in the end, but they were hugely destructive.
