SS has a surplus right now.

Depends on how you do the accounting.

But even if you use an accounting method which shows a surplus it doesn't change the fact that social security is an enormous cost. The tax which produces "the surplus" is how the cost is paid for. If it didn't have an enormous cost we wouldn't need the Social Security tax.
