We can stand for human rights. We can express our views. But to go into a country and give them a lecture that, in effect, means, "Overthrow your government," that's not a role of the president.

It sounds like Kissinger may be concerned about undermining secular governments in Muslim countries. If so, this parallels some of the concerns stated in that article by "Spengler" a couple of days ago:
