I can imagine two congressmen making a deal: "If you vote for my new big bridge, I'll vote for the new wing for your medical center. We both bring the bacon home - and get re-elected, because we deliver". That's happening today. The playing field between the public and private plans would not be even - the public option would be subsidized. In time, the public part will take over everything. That's the idea. Could be. Whatever happens we need to drastically reduce costs or we're in a world of hurt.
