The only thing I see working is the proven Euro model.

They pay less, but they have lower doctor income (which may be hard to put in place here), lower malpractice suit/insurance costs (which isn't really part of their medical matter, but rather another issue, and not a simple one that can be easily resolved), drug cost subsidized by American consumers funding much of the R&D costs (not really part of their insurance model), marginally less problem with obesity, and many other differences that just imposing their insurance model wouldn't change for the US.
