In the loop, yes. But probably not so long on micro-managing.

A large part of the focus of military robotics is on stuff that really doesn't need a human involved. For example, many UAV missions just don't need a person controlling the aircraft; it can be pre-programmed to take off, land, and do everything in between it needs to do. The same holds with missions for surface and submarine sea vehicles on recon missions.

Another significant issue is that researchers have found it is very difficult for a single person to, for example, fly multiple UAVs. So, the urgency of eliminating the one-to-one correspondence is substantial.

It could be a couple of decades before autonomous robots roam the streets of an area with "rules of engagement" that permit it to open fire on a target without human intervention. Long before that there will be armed robots that can be ordered to fire by military personnel who have made the decision to do so.

Expert systems just aren't that good.

Expert systems are getting better and military research is a big part of it. For example, a rule-based approach to Human Activity Recognition (a big problem in military robotics) may well be viable long before strong AI and Turing come into play.
