The creditors that received federal money in other bailouts where effectively required to go along with the plan. Others where not, combine those who received bailout money, with those who where getting a good deal under the plan, and you get a majority of the plan that was neither good nor fair overall, but was rather an intentional distortion of the normal process, so as to favor the friends of the politicians and appointees in charge of it.
