IOSCO-EU regulators to strengthen short selling rules

TEL AVIV, June 8 (Reuters) - EU securities regulators have agreed that short positions should be disclosed publicly, a top supervisor said on Monday.

The Committee of European Securities Regulators (CESR) groups national market supervisors from each of the European Union's 27 member states and will shortly publish its plans for public consultation, the CESR chairman, Eddy Wymeersch said.

The committee is considering higher fines for investors who fail to settle short trades, Wymeersch told Reuters at the IOSCO international securities regulation conference in Tel Aviv.

Global regulators are grappling with ways to stamp out an abusive form of short selling known as naked short selling, which is said to exacerbate volatile markets.

Short selling in itself -- where investors make bearish bets on stocks -- is a legal investment strategy.
