I'm surprised that no one is proposing tort reform as a possible reducer of medical costs. Excessive litigation raises malpractice premiums and causes doctors to practice defensive medicine, by ordering extra tests. There will be some political horse-trading as Health Care legislation is shaped. That should create opportunity to throw tort reform into the mix.
