That's correct, AFAIK.

and it'll be at least a decade before that have that and a nuke warhead that will reach here.

There is no reason to believe it will be a decade, but even if it IS a decade, that is a very short time when considering these issues.

As we have seen, it can take a full decade to get through the processes of UN-this, UN-that, Sanctions here, Sanctions there, meetings all over the place. A decade is nothing.
