A failure in the sense that it didn't do everything that it needed to do. It only addressed the tax end. I suppose people thought that the government would be forced to get a handle on the spending side if tax increases where made more difficult, but CA's government didn't do nearly enough to try to control spending increases, so now we have the current fiscal crisis in CA.
