How much of this deficit can we blame on FDR?

Baseline budgets are a cancer and have been and will continue to be....maybe we should just replace congress with a spreadsheet that automatically factors in 5-7% increases every year on all the bullshit programs....would be cheaper in the long run and we could do away with the growing ruling political class.

We've had this conversation in one form or another since day one.
