There is a lot of information that is available only through testing. Only governments possess it and they don't hand it out. It doesn't matter how smart or well trained you are, unless you have that information you can't build a compact nuke. Which is why the first ones are always living room nukes. That is all you can guarantee will explode with public information. Getting a working asymmetric pit takes testing. Which the Israelis didn't do.

That should tell you something.
