The question is, was Phase II of Olympic View Drive funded initially with state money, and the only difference is it is now being completed with federal funds?

Or... is this a project that would not have taken place but for the federal funds?

If the former, there is no stimulative effect.

If the latter, then I could see an argument that this is an appropriate way to spend stimulus funds.
