You don't actually care about "balanced budgets", (or, if you do care at all, it is WAY DOWN on your list of things that you are concerned about.)

You are willing to see federal borrowing (to cover fiscal shortfalls) continue AS PER USUAL for as long as necessary... just so long as your own groups favored programs are never cut.

You are UNWILLING to statutorily bind the hands of our political leadership by REQUIRING BALANCED BUDGETS (regardless of whichever bunch is any charge!) because you don't trust the decisions of your fellow Americans... and you are afraid that they just might choose to CUT THE PROGRAMS THAT YOU ARE IN FAVOR OF when push comes to shove, and their backs are placed against the wall and forced to produce Balanced Budgets.

No PAYGO, no Balanced Budget Amendment as far as Bill is concerned... (because that might put the spending that you favor AT RISK!)

And that is what makes you a FISCAL LIBERAL Bill.

A true fiscal conservative would not hesitate to support rigorous structural reforms to the system, requiring balanced budgets... because a true fiscal conservative would be willing to hold ALL the politicians' feet to the fire of fiscal prudence --- and NOT just the ones he disagreed with.
