idea that envisions consumer-owned nonprofit cooperatives, like rural electricity or agriculture co-ops. They would get started with seed money from taxpayers but then compete without government control. Sounds like they want to create (on the taxpayer dime) a bunch of new "non-profit" insurance companies/"cooperatives"? Sounds almost exactly like Hillary/Magaziner plan from back in 1993. Looks like they have no clue what they want to do - just throwing up in the air ideas - and trying to see on which one they may get support. In any case, making a taxpayer "investment" means that the government - in reality - will be involved in day to day management. Dunno. We'll see.
