After 1948, the West Bank and Gaza were ruled by Jordan and Egypt, respectively. The Arabs native to the W Bank and Gaza were never refugees and if they weren't "free" it wasn't Israel's fault. Jordan and Egypt illegally annexed the WB and Gaza. After the 1967 war, Israel took control. That does not change the fact that the people living in those areas were refugees all during that time.
