Unless they're fake, I think it's probably Japan trying to move a good chunk of the the country's wealth out of dollars, in a way that wouldn't depress the value of the dollars. Or, maybe they were BUYING something. But what? treas.gov If true, it could cause a run on the dollar. Whatever, inquiring minds want to KNOW..
