Minor correction. I was drinking the 2005 vintage, fwiw.

I've had some very tasty wine come out of bottles with screw tops. A couple different of Pinot Noirs from Oregon come to mind. Over time, I think more people will come to realize that if its bottled properly, the screw top doesn't really matter much, imo.

EDIT I don't think this is under $20/btl but it does have the screwtop and should be priced pretty close to $20:
