Ted, you might be surprised to know that I would support phasing out Prop. 13. I've always believed that property taxes is the closest thing to a "wealth tax" we have, and that the revenues from it are less likely to fluctuate than income and sales taxes, particularly income taxes on the "rich."

But I really hate it when outsiders single out Prop. 13 as one of the major contributing factors to CA's demise. If the politicians can't figure out how to deal with fluctuating tax revenues, they frankly should go find another job.

THAT'S the real problem in Sacramento, not the fact that some people who've lived in the same house for decades aren't paying "their fair share."
