If true, that would be an astonishingly small number (0.07%).

I'd love to know how they got that number. In addition to being tiny, as you say, it seems beyond bizarre. It would be unlikely enough that they could identify those who a) died AND b) did not have insurance. I do not see how they could identify those who died BECAUSE they did not have insurance.
