Spend that much money and unless your incredibly foolish (and perhaps even then) there is going to be some benefit. But the cost of the program is already too high and getting worse, possibly to the point of unsustainability. And since the program transfers money from younger workers who have less wealth on the average to older people who typically have more, it doesn't even have the same sort of justification that welfare programs might have.
