Maybe the public is not entirely realistic about the costs.

Or perhaps $500 is what it took the NYT/CBS to get the desired poll result (they did indicate that 4 out of 10 were willing to pay $500, which means 2 out of ten wouldn't even do THAT much).

Clearly, you're right -- people just have no idea what the size and scope of this problem is and what it would take to make a sizable dent in it.
