At the margin. Big cities are more expensive to run... I agree, which is why I said "NYC, SF, and LA would be high cost anyway". But high taxes and extensive regulation increase costs even in such cities, and the state tax and regulation gets imposed on the whole state including the areas that aren't expensive to run.
