Now, you can claim that that speech symbolized the events that led to the collapse, but you are claiming it caused it.

No, I think I've been clear that Reagan's speech embodied his policy, which is what killed the USSR.

The speech was crucial, however -- in that it led to the collapse of the Wall.

Reagan's actions, from the day he took office until the day he left were motivated by his desire to end the CW. So, it was a long-term project.

It is fair to say the speech symbolized the entire process.
