If you mean the Stinger missiles, those funds were provided half by the US and matched by the Saudis after July, 1980.

The first Stinger was used in 1986. By that time, the US was putting 1/4 billion or more into it annually. Earlier -- like in '80 and '81, much smaller amounts were involved -- $30M-50M. There were no "smart weapons" at that time.

The bottom line is that US, under Reagan's initiative, provided the money, or at least half of it.
